Privacy Commissioner John Edwards says his Office is looking at publicly naming offending agencies which breach the rules around personal information.

In  a speech to a Trade Me Government and Regulatory seminar, Mr Edwards said public exposure can be an effective tool, and sometimes the best lever to ensure a change in practice.
